The picture's too dark, the lighting's out of place, too shadowy all around and its oppressive; this one can't be edited on a photoshop because these aren't the original colors; and there're no bearings with which one can relate with where the photograph was taken.

These are why I gave it a low score. But now that I have mentioned them, here's what I would do to fix this work:

Take the photograph of the same location, at a different time of day - I'd suggest noon because that's the time when there's ample sunlight. However, if you want to capture that somber, serene, quiet side of the Thames, then take the photograph with a flash early in the morning when there is an overcast sky.

Keep at it, you'll improve in photography. Just need the right guidance. I'd suggest pearswood and Paul-Gore as a reference, they're here on dA they can help you further in improving this work.
